A recommendation to adopt a new version of the ELCA Constitution for Congregations was made by the RLC Church Council at the January 2017 Congregational Meeting. This would replace the version currently in effect that was approved by the congregation in 1995. The target date for a vote on this recommendation by the full congregation was the mid-year 2017 congregational meeting.
Following the January 2017 meeting, a version of the new model constitution was prepared and entered onto this website. Color coding of the text of this version was used to highlight those areas where the new constitution differed from our current version (both related to additions and deletions).

A workshop for church leaders on the new ELCA constitution model was held in March 2014 sponsored by the Southern California West Synod. Dale Hoffman represented RLC at this workshop. The Synod Treasurer, Michael Metzger, was the presenter. Through the exposition of the material and the attendant questions and answers over the duration of the session, an improved understanding of the make-up of the new constitution contents was gained.

Through this improved understanding and background of the desired implementation process, it was possible to construct a version of the recommended constitution tailored to the RLC congregation. This version adheres to the restrictions invoked by the ELCA while also reflecting existing RLC practices and protocols where allowed.
